The 3rd Parliament album was a tribute to the city of Washington D.C., where black people had become the majority and George Clinton's psych-funksters had become particularly popular.

This album marks the start of the George Clinton/Bootsy Collins/Bernie Worrell songwriting partnership, which would endure through to 1978. It's also the first P-Funk album with singer Glen Goins and The Brecker Brothers on horns.
